With reference to your Circular despatch of

the 2nd of July, I have the honour to suggest that instead of making arrangements individually with the Dominions, other Colonies, and Protectorates for the reciprocal enforcement of judgments it would appear preterable in the case of Hongkong to provide for the enforcement on registration of judgments given by the higher courts of any parts of His Majesty's dominions, without reference to the question of reciprocity.

If you approve I shall be glad if I may be furnished with a copy of the New Zealand Act, Act No.ll of 1922, as it is understood that it contains a provision making it possible to apply the Act universally in the Empire, irrespective of reciprocity.
